Why no verdict here is unconditional

Because an unconditional verdict on a course is always wrong. The same programme genuinely does produce results for some buyers and nothing for others, and a page claiming otherwise is selling rather than comparing.

What can be stated without hedging is the condition. That is done below, and it is a harder claim than "it depends" because it can be checked against your own calendar.

That sounds like a dodge and it is the actual finding. The variance between people running an identical programme dwarfs the variance between programmes, so the input that decides your outcome is not which course you bought.
